This coin was struck to commemorate the 50th Anniversary of the Easter Irish Uprising in 1916.
The following information has been taken from Coindraft's Standard Catalogue of the Coins of Scotland, Ireland, Channel Islands and the Isle of Man: "The obverse and reverse design details of this piece were chosen by officials at the Department of Finance, with the actual design being executed by T. H. Paget of the Royal Mint in London. Because of the concave field of this coin, the first batch of proof coins struck were of such poor quality that they had to be returned to the mint for recoining. The ten-shilling coin eventually proved unpopular with the public, despite its republican connotations, and most of them were called in and melted down. To some extent the unpopularity was due to confusion with the florin, and to the fact that a ten-shilling note was still in circulation."
Regarding the proof version of the coin, the catalogue also states it was "Issued in green leatherette case, some are double sets."
